Solid Snake
The hero of Shadow Moses returns to infiltrate the U.S.S Discovery tanker on a tip off that a new Metal Gear is in development on the ship. Snake gets more than he bargains for when he discovers that the ship is being taken over by Russian soldiers who assasinate the patrolling marines.
He soon finds out that Revolver Ocelot, his arch-enemy from Metal Gear Solid is leading the troops along with his friend Sergei Gurlukovich.
Snake is left for dead when Ocelot turns on Gurlukovich and blows the ship out of the water and gets away inside Metal Gear RAY.
Hal Emmerich aka "Otacon"
Otacon helped Snake in Metal Gear Solid and was saved by his friend once he escaped from the military base on Shadow Moses island. Otacon now supports Snake over the Codec in the tanker mission but following the explosion of the ship he rescues Snake in a small yacht.
Later in the game at the 'Big Shell' facility he discovers his sister, Emma, is helping the terrorists. They soon work together to stop Arsenal Gear but Emma is killed when she is stabbed by Vamp and nor Snake or Otacon can stop her from bleeding.
Revolver Ocelot aka "Shalashaska"
Snake's arch-enemy from Metal Gear Solid returns to take over the U.S.S Discovery ship, hi-jack Metal Gear and frame Solid Snake for the crime.
He got away in the previous game and does so again when Liquid, who can control Ocelot's body thanks to Ocelot using Liquid's arm as a replacement for the one the Ninja, Grey Fox, cut off, is controlled by Snake's brother and goes in search of The Patriots inside of a Metal Gear RAY unit.
Ocelot is a very cunning, sneaky man and little things he does throughout both games are unnoticeable at first but all add up to something in the end.
